Don't know what your local ecology is like but there's nothing like a reliable family of foxes.  We've had at least two dens on our 110 acres (red fox) and they're not only a delight to watch at play but they keep all our rodents under strict control.  I think the secret...if they're in the area...is to provide places where they will winter over as well as raise their young.  We know there's one den under a ground level deck at a cottage and two more in the piped culvers that run under the driveways.  The red tailed hawks also contribute to the population control as do the coyotes.
 
It's all cyclical though.  The rodent population spikes then several years later the fox population spikes.  Mange seems to do the foxes in every few years.
 
We've noticed that the rabbits will eat through our deer fencing (a plastic mesh called C-Flex) but there is a type of fencing specifically designed to keep rabbits out.  It's usually a galvanized metal where the weave or mesh is much smaller on the bottom and gets gradually larger towards the top.  You can probably get it at Agway.
 
When Milorganite works..it's only temporary.  Any moisture from rain or irrigation removes any repellency effect.
