Pollarding is begun when the tree is very young and done every year or it isn't pollarding. It is done in Europe where a very formal look is wanted. the stem to be pollarded is cut when it is 1-3 years old and preferably 1-2. The tree must not be as stressed as many public trees are in the USA. I'll have to dig out my Shigo books and others that mention pollarding. I've seen trees topped a few times around Boston (a new idea here) and they have all died within a few years. Get your hands on some of Shigo's books about the fundamentals of how trees develop; they are clear if a little hard to obtain.
