In California, fruitless mulberries were a common street tree when I went to college in Davis. Every year, they are cut back in a way that I'd call topping, but apparently is a sort of pollarding. The trees throw enormous shoots every year, and by early summer, they look more like a big ball on a stick with the mass of sprouts. The process DOES keep the trees more in bounds because unpruned trees can get huge, and the "pollarded" trees do seem to tolerate the process, though it has to make one wonder why the municipalities didn't just plant something with a smaller mature size than spend the money cutting the mulberries every year and having all the long "poles" to dispose of.
