Since aphids can be vectors for some diseases (don't know if this applies to maples though) it's always a good idea to control them.  Even better...if you get control this early in the season you dramatically reduce problems later on in the year.  Safe options are soap, super fine hort oil and pyrethrin based sprays.  You need to check the labels and see if they are labeled for Japanese Maples as you may cause foliar damage.  Oil would be my first choice, pyrethrin sprays second.
