Yes, Darwin is the open-source portion of Mac OS X, including the kernel, drivers, and bsd layer. Darwin 4.0 was MacOS X 10.0. The numbers go up equally from there. I'm running 10.3.8, which is Darwin 7.8. Darwin will run on x86, though the driver selection is a bit sparse.

The best possible solution would be to build a dylib and a framework. The dylib is used for bsd-layer programs the the framework for GUI applications. I currently build a framework, but I don't know enough about libtool/autoconf/autoconfig/etc to automate it (I've tried before). It isn't hard to build by hand if you know what you are doing, though most users would have no idea how to correctly do it.
