When you configure prefix to /usr configurations go to /etc

$ rpm -qlp /usr/src/redhat/RPMS/i386/freetds-0.61-1.i386.rpm
/etc/freetds.conf
/etc/locales.conf
/etc/pool.conf
/usr/lib/libct.so
/usr/lib/libct.so.1
/usr/lib/libct.so.1.0.0
/usr/lib/libsybdb.so
/usr/lib/libsybdb.so.3
/usr/lib/libsybdb.so.3.0.0
/usr/lib/libtds.so
/usr/lib/libtds.so.2
/usr/lib/libtds.so.2.0.0
/usr/share/doc/freetds-0.61
/usr/share/doc/freetds-0.61/AUTHORS
/usr/share/doc/freetds-0.61/BUGS
/usr/share/doc/freetds-0.61/COPYING
/usr/share/doc/freetds-0.61/ChangeLog
/usr/share/doc/freetds-0.61/INSTALL
/usr/share/doc/freetds-0.61/NEWS
/usr/share/doc/freetds-0.61/README
/usr/share/doc/freetds-0.61/TODO

Perhaps I should send RPM to James...
