I see.

$ uname -a
OSF1 dec050.beehive.com V4.0 878 alpha

I used Gnu make to make FreeTDS, which invoked Gnu's make and gcc.

I used DEC's cc (and ld, I guess) to compile my homegrown code, which I then
linked to FreeTDS.

Maybe the DEC compiler lowercases the symbols? It looks like I'll have to
use the Gnu tools throughout if I want to link everything together.
