I'm going to assume that it is not finding the interfaces file. In cases
like these it will try to take it's best shot, such as using the server
name as the host name and the default port. If you change the server name
to an alias (ie not a real hostname) you'll probably see the behaviour
changed (you won't get a connection refused)...

Make sure you are setting the SYBASE variable prior to launching apache or
putting "SetEnv SYBASE /usr/local/freetds" in the httpd.conf file.
