Differences in M$ VM security API make execution polices very "sensitive"
from the place of Class.forName.
(strange sounds, but truth).

Try register driver directly:
DriverManager.registerDriver(new com.internetcds.jdbc.tds.Driver());

and display the process after Class.forName and
DriverManager.registerDriver:

public void print_drv ()
{
output.appendText ("Begin DM: \n");
for (Enumeration e = DriverManager.getDrivers() ; e.hasMoreElements() ;)
{
output.appendText ("DM: " + e.nextElement()+ "\n");
}
output.appendText ("End DM: \n");
}
