I haven't talked to him about this yet. Actually, I have yet to try building
PHP with freetds myself, and I figure I should know a little more about the
subject before suggesting it to him.

I haven't looked at this yet. Is freetds completely unusable right now on
64-bit systems? I of course would like to address these issues; freetds can't
actually be included in a Debian release unless it works correctly on all of
the supported Debian architectures. I have an Alpha running Linux (not
Debian) and an MS SQL 7 server at work that I can test this out on. I hope to
look into the issue within the next week or so, but no guarantees. :)
