Probably not yet. ctlib is becoming more complete, the next target is
likely to be PHP3 sybase-ct (It's a little simpler than sybperl).
However, in the not too distant future, yes its likely that it will work.
Also, DBD::Sybase is dual licensed under GPL/Artistic, so there is value
in having a BSDish or even LGPL licensed dbd around.

One avantage of not going through ctlib is theoretically it should be
faster. However this depends on a host of other factors as well.
