Lynn,
a highly recommended work on the Romans Debate is Angelika Reichert's Der
Römerbrief als Gratwanderung: Eine Untersuchung zur Abfassungsproblematik
(FRLANT, 194; Göttingen: Vandenhoeck & Ruprecht, 2001).
Focusing upon those passages in which Paul's audience is (most) explicitly
identified, Reichert stresses the gentile identity of the audience, and
argues that, basically, Romans constituted itself Paul's proclamation of the
gospel to this audience.
