My opinion is that the author of Luke-Acts did not have access to
the documents we now know as the Pauline corpus.

I agree with Frank. Acts never betrays any knowledge of Paul's letter to congregations like Corinth, Philippi, or Thessalonica. Add that the Paul of Acts does not use the vocabulary or theology of Paul's letters. I find it almost incomprehensible that one would think Acts knew Paul's letters, but never referred to them
