There was a Dissertation on KAINH KTISIS, that - as far as I know - has not
been published: Aymer, A.J.D., Paul's Understanding of kainh ktisis.
Continuity and Discontinuity in Pauline Eschatology, unpubl. Diss. Madison
NJ, 1983. In english one should perhaps also mention: Hoch jr., C.B., All
Things New. The Significance of Newness for Biblical Theology (Grand Rapids:
Baker, 1995). And in german of course one has to deal with: Mell, U., Neue
Schöpfung. Eine traditionsgeschichtliche und exegetische Studie zu einem
soteriologischen Grundsatz paulinischer Theologie, BZNW 56 (Berlin/New York:
W. de Gruyter, 1989)

The books on Paul mentioned in the last days were very interesting for me
too, because I am currently updating my dissertation on Paul and therefore
trying to decide what of all the books on Paul (especially 1999-2002) is
important. Here are some thoughts of mine, from a "European perspective":

There is a new bibliography out on Paul:
Seifrid, M.A. und R.K.J. Tan, The Pauline Writings: An Annotated
Bibliography, IBR series (Grand Rapids: Baker, 2002)

The 90s has also seen some interesting books on Paul in german:
Becker, J., Paulus. Der Apostel der Völker, 2. durchgesehene Aufl.
(Tübingen: J.C.B. Mohr, 1992)
Hübner, H., Biblische Theologie des Neuen Testaments, Bd. 2: Die Theologie
des Paulus (Göttingen: Vandenhoeck & Ruprecht, 1993)
(orig.: engl.) Sanders, E.P., Paulus. Eine Einführung, aus dem Engl. von E.
Schöller (Stuttgart: Reclam, 1995)
Gnilka, J., Paulus von Tarsus. Zeuge und Apostel, HThKNT Supp. VI (Freiburg
i.Br. u.a.: Herder, 1996)
Lohse, E., Paulus. Eine Biographie (München: Beck, 1996)
Haacker, K., Paulus: der Werdegang eines Apostels, SBS 171 (Stuttgart:
Verlag Katholi-sches Bibelwerk, 1997)
see also in french: D. Marguerat, Paul de Tarse. Un homme aux prises avec
Dieu (Poliez-le-Grand: Éditions du Moulin, 1999)

A "must-read" of german books on Paul from the last 40 years would include:
Stuhlmacher, P., Gerechtigkeit Gottes bei Paulus, FRLANT 87, 2. Aufl.
(Göttingen: Vandenhoeck & Ruprecht, 1966)
Luz, U., Das Geschichtsverständnis des Paulus. Beiträge zur evangelischen
Theologie, ThAb 49 (München: Chr. Kaiser Verlag, 1968)

German books on Paul and the law/deeds that are not so often recognised:
Liebers, R., Das Gesetz als Evangelium. Untersuchungen zur Gesetzeskritik
des Paulus, AThANT 75 (Zürich: Theologischer Verlag, 1989)
Heiligenthal, R., Werke als Zeichen. Untersuchungen zur Bedeutung der
menschlichen Taten im Frühjudentum, Neuen Testament und Frühchristentum
(_____ : _____, 1983)

important german books on Paul from the 90s are e.g.:
Riesner, R., Die Frühzeit des Apostels Paulus. Studien zur Chronologie,
Missionsstrate-gie und Theologie, WUNT 71 (Tübingen: J.C.B. Mohr (P.
Siebeck), 1994)
Finsterbusch, K., Die Thora als Lebensweisung für Heidenchristen: Studien
zur Bedeutung der Thora für die paulinische Ethik, SUNT 20 (Göttingen:
Vandenhoeck & Ru-precht, 1996)
Meier, H.-Ch., Mystik bei Paulus. Zur Phänomenologie religiöser Erfahrung im
Neuen Testament, TANZ 26 (Tübingen/Basel: A. Francke Verlag, 1998)

one should also read the Scandinavian Pauline research:
Puuko, A.F., Paulus und das Judentum, StOr (Helsingfors: ohne Verlagsangabe,
1928)
Laato, T., Paulus und das Judentum. Anthropologische Erwägungen (Åbo:
Academy, 1991)
Kuula, K., The Law, The Covenant and God's Plan. vol 1 Paul's Polemical
Treatment of the Law in Galatians (Göttingen: Vandenhoeck & Ruprecht, 1999)
Hjort, B.G., The Irreversible Sequence of Paul's Ethics: Their Foundation
and Present Relevance, übersetzt v. E. Broadbridge (Frankfurt/New York:
Lang, 2000)

Some of the newest english books I think are worth reading (some of them I
have not yet):
Seifrid, M.A., Justification by Faith. The Origin and Development of a
Central Pauline Theme, NT.S 68 (Leiden u.a.: E.J. Brill, 1992)
Barcley, W.B., "Christ in You". A Study in Paul's Theology and Ethics,
(Lanham: University Press of America, 1999)
Mijoga, H.B.P., The Pauline Notion of Deeds of the Law (San Francisco et
al.: International Scholars Publications, 1999)
Seifrid, M.A., Christ, our Righteousness: Paul's Theology of Justification,
New Studies in Biblical Theology 9 (Leicester: Apollos, 2000) [= Downers
Grove: Inter-Varsity Press, 2001]
Berkley, T.W., From a Broken Covenant to Circumcision of the Heart: PAuline
Intertextual Exegesis in Romans 2:17-29, SBLDS 175 (Atlanta: Society of
Biblical Literatur, 2000)
Pate, C.M., Wisdom and Law according to Paul, ...... WUNT 2/114 ... 2000
Basser, H.W., Studies in Exegesis. Christian Critique of Jewish Law and
Rabbinic Responses 70-300 C.E. (Leiden: Brill, 2000)
Das, A.A., Paul, the Law, and the Covenant (Peabody MA: Hendrickson, 2001)
Mauck, J.W. and D.A. Hagner, Paul on Trial: The Book of Acts as a Defense of
Christianity (Nashville: T. Nelson, 2001)
Stuhlmacher, P., Revisiting Paul's doctrine of justification. A challenge to
the New Per-spective with an essay by Donald A. Hagner (Downers Grove:
Inter-Varsity Press, 2001)
Gorman, M.,J., Cruciformity. Paul's Narrative Spirituality of the Cross
(Grand Rapids: Eerdmans, 2001)
Carson, D.A., P.T. O'Brien und M. Seifrid, eds., Justification and
Variegated Nomism Bd. 1. The Complexities of Second Temple Judaism, WUNT II
140 (Tübingen: J.C.B. Mohr (Paul Siebeck), 2001) - vol 2 will be on Paul
Kim, S., Paul and the new perspective. Second thoughts on the origin of Paul
's Gospel (Grand Rapids: Eerdmans, 2001)
Son, S.-W., Corporate Elements in Pauline Anthropology. A Study of selected
Terms, Idioms, and Concepts in the Light of Paul's Usage and Background, AnB
148 (Rome: Pontificio Istituto Biblico, 2001)
??? Gathercole, Where is Boasting. Early Jewish Soteriology and Paul's
Response in Romans 1-5 (______________)

I think this is enough for the moment...
