Robert,
No, it's no more than that. But that's enough to add support to
Goulder's hypothesis.
James the brother of Jesus was a zealous Jew and Matthew expressed a
measure of support for zealous Judaism by emphasizing one of its
characteristic themes, just as he did by pointing out the need for the
Jewish Law to be fulfilled.
Both Paul (Gal 1:14; Acts 21:20-21) and Mark (e.g. rejection of Jewish
food laws: "he declared all foods clean", 7:19) had distanced themselves
from zealous Judaism.
