In reading the comments so far- I am in agreement that the February date is best.  

 
If we do have any say in this event, I think Laura had some fantastic points.
1-I would like for it to start with a vote from our commission that we support the February 10 date- if the commission agrees.
2-I would like to see us do what we can to incorporate second Friday into the event.  It will allow up to continue marrying these two events and promoting the two together (keep our eye on the future of both events)
3-We should completely embrace the fact that this is a winter event.  A chance to get out.  The hot chocolate and warming booths are a nice touch too.
4-Since this date is not conflicting with spring break or basketball- let’s make sure we have a strong outreach to the university for both participation and support.

Think hot chocolate booths, warming tents. These are great places to create gathering spots where we could hand out more information or artists could be present to discuss their art.
Even though it was so cold last year I thought it brought something special to the event. I feel as though it brought people together and everyone enjoyed begin out at a time of year we are sick of being inside.
We also could find more ways to get people back and forth to all the venues. The Carrboro Music Festival has to deal with this issue and I think they do a great job. Kids love rides!

It was not good for the artists, but that was because we were not prepared for the cold and frankly there was a lot of issues regarding how we gave the artists a break etc.
That needs to be discussed and worked out this year.

I also really like the idea that this takes place in the winter. Light in the darkest time of the year.
I also think that it is really, really important to coordinate with 2nd Friday. We are trying to build that event and this is a fantastic way to support the local business who participate in 2nd Friday.

The technological challenges can be handed back to the artists. The big issue last year is that the artists did not know about the cold weather. We did not know about the cold weather.
There are all kinds of winter art festivals that happen up North and I think we could figure it out.

So that is my 2 cents.

Commissioners,

It has come to my attention that the group working on Shimmer for 2017 had set a date of February 10.   Via e-mail I was in favor of a different date.  Their decision was based on  the following

1.        They want the event to coincide with a 2nd Friday art walk
2.        The 2nd Friday in March is the beginning of spring break and the student population would be missing from the  Shimmer participants

P & R staff are not in agreement with this decision for the following reasons.

1.        The cold weather created issues with some of the technology at the 2016 Shimmer event
2.       The cold may have been a deterrent for a larger audience.

P & R staff would like to recommend a March 3 date for the following reasons

1.       The weather may be warmer
2.       It does not conflict with the ACC basketball event with begins March 8
3.       While it is nice to coincide with 2nd Friday art walk,  It also might be nice to create a separate event to bring people onto the streets.
4.       Our large in-kind donation of equipment and services should enable us to make a recommendation.

I wanted to get your thoughts.  Since other partners are involved, I believe we can only recommend.  The date may still remain as set, but I wanted to keep you in the loop. jy
