CHPAC, I am forwarding this April 5, 2016 joint commission meeting notice to you regarding legislative updates and impacts it may have on different advisory
board’s functions I suspect most will have to do with boards that do regulatory work, but if this is of interest to you, you should attend. jy

because some of these changes may impact their work. The date of this meeting has been set for Tuesday, April 5th, 2016 at 6:30pm in the Council Chamber. Town of Chapel Hill Advisory Board and Commission members and community residents are invited to attend an “Overview of Legislative Updates Meeting” to be held from 6:30 to 7:30 p.m. Tuesday,
April 5, 2016, the Council Chamber of Town Hall, 405 Martin Luther King Jr. Blvd.
Town staff will provide an overview of local ordinances, regulations and procedures that may be updated in response to newly enacted state laws. These recent legislative changes have various effects on local
government authority. The purpose of this meeting is informational only, and no action will be taken.
North Carolina municipalities -- cities, villages and towns like Chapel Hill -- operate under charters granted by the General Assembly and have powers and authorities granted to them by state statutes and the
state constitution. In North Carolina, municipalities do not have home rule, which means that the state legislature must grant the powers and authority to municipalities and authorize them to perform certain functions.
While procedures and some local ordinances have already been amended to comply with state law, other changes are requiring further clarification from various state departments. As these clarifications are made
available and changes are implemented, they will be provided at
www.townofchapelhill.org/legislative-updates. The meeting will be aired on Chapel Hill Gov-TV (townofchapelhill.org/GovTV) and also live streamed. The live streaming link will be available
at
http://www.townofchapelhill.org/town-hall/government/boards-commissions/board-videos.
The Planning Commission meeting will begin after the joint advisory board meeting concludes at 7:30 p.m.
