Thank you for completing an application
for appointment to the Chapel Hill Public Arts Commission
(CHPAC). We appreciate your interest in
serving the Town of Chapel Hill through advancement of the
arts.
The process whereby applicants are
appointed to the CHPAC by the Town Council involves several
steps:
1. Submission
of a completed application to the Town Clerk
2. Attendance
at a CHPAC meeting
3. Recommendation
by CHPAC to Town Council
4. Town
Council review of both the application and CHPAC
recommendation and action on appointment.
It is important for prospective members
to understand the responsibilities and business of the
Commission. To aid you in reflecting on your
interest in the CHPAC, I am attaching a statement of
Commissioners’ Responsibilities. You will
find more information on the Town website at: http://www.townofchapelhill.org/index.aspx?page=65.
Prior to advising Town Council regarding
an application, it is useful for commissioners to have some
familiarity with the interests and commitments to service of
applicants. Although a resume is not required by the Town of
Chapel Hill, commissioners find it helpful to review a
resume prior to making a recommendation to Town Council, and
therefore we ask that you forward your resume to Jeff York (jyork AT townofchapelhill.org).
It is important that prospective members
attend at least one CHPAC meetings before the Commission
makes a recommendation to the Town Council. Prospective
members may also arrange for a meeting with Jeff York,
Chapel Hill’s Public Arts Administrator, the CHPAC chair, or
one of the other commissioners to discuss the work of the
Commission.
When you attend a CHPAC meeting, you will
be invited to introduce yourself very briefly at the
beginning of the meeting. At the end of the
meeting, you will be invited to briefly review your
experience relevant to the work of CHPAC, indicate you
interest in particular CHPAC projects, ask questions, and
offer comments. This is your opportunity to
indicate why and how you wish to serve. Please
note that it is not necessary to serve on the CHPAC to
attend meetings or participate as a member of a CHPAC
committee.
The Commissioners will have received your
application for membership and resume in advance of the
meeting. Applications are discussed in
executive session, typically at the end of a meeting or the
meeting that follows the interview.
The Commission’s role in town government
is to offer advice to the staff of the Public Arts Office
and the Town Council. It is important to
understand that a recommendation from the Commission’s has
no binding authority, and that the Town Council may or may
not choose to act in accordance with the recommendation. Also,
the Commission may decline to make a recommendation (for
example, until after an applicant has attended a CHPAC
meeting). The Town Clerk is responsible for
putting review of applications on the agenda for Town
Council meetings, and three weeks advance notice is
necessary for adding items to the agenda for Council action.
It is helpful if we know in advance when
a prospective commission member is likely to attend a
meeting so that we can allocate time for an executive
session. If time is short, the executive
session may be postponed until the next meeting.
