The Greater London Authority Act 1999, under which those regulations are
made, states:
"(3) A person who contravenes or fails to comply with any byelaw under
this section shall be guilty of an offence and liable on summary
conviction...
(b) in any other case, to a fine not exceeding level 1 on the
standard scale."
Level 1 currently £200, so your photographer isn't risking much :)
There's nothing else there on use of images, so I guess it's a question
of general interpretation. Over to the real lawyers...
