Can the CA license be made extremely upgradeable, to the point where an announcement that "the CA licenses have been replaced by V6.0 of the CC-UK licenses" will be possible?

This would be good because it gives people a choice, but bad because it gives too many incompatible options.

Rather than having two CC-UK licenses, would it be possible for the CC license-choosing page to offer *dual* licensing (CC-UK and, if the user agrees, CC-CA)? This would be a social solution rather than a legal solution, but if presented well it could be very effective:

"Would you like your work to be dual-licensed CC-CA? This will allow people to use your work with hundreds of hours of BBC TV and Radio material from the Creative Archive. [x]
(click here for more details)"

Alternatively, since the CA is still very much a pilot project, can the problem of interoperability be deferred, like the problem of Integrity? I know this is not the ideal solution now, but if the CA license has been made more liberal then it's perhaps less of a problem.
