To clarify, that .htaccess snippet would serve any file in the site with that header, hence satisfying the need for a machine-readable way to say "All content on this site is available under a Creative Commons license."

Now that I think about it, what that actually says is "Each item of content on this site is available under a Creative Commons license." And you need to request each item before knowing.

Hmm.

Maybe, how in robots.txt you can allow or disallow spiders from crawling all of your site, a license.txt can say

/* This is a license declaration file, described in http://example.com/license.txt */

<-- Conditions to Match to apply license below to a file (such as file should be *.jpg) -->
<-- RDF Describing License -->

The matching conditions can borrow the robots.txt syntax.
