We can specify that an individual object is under a certain license, and we can make such assertions about an arbitrary number of objects, one at a time. That's all we can do, hence the request for a way to say in machine readable format "everything on this site is licensed".

What we do now via http://creativecommons.org/license/ is give people metadata that says the current URI is licensed, so any page rendered by a template that includes the metadata we hand out says in a machine readable format that it is licensed. Fortunately that works for many cases.
