Yes.
What open source libraries or tools are you planning on using to do it?
As you've noted, none exist. We will publish a spec for embedding CC licenses using XMP, but initially you'll need to use Adobe's proprietary software to do embed an XMP packet in the first place.
I hope that someone creates an open source library that makes it easy for other applications to manipulate and insert XMP packets into PDFs. You do too. Sorry to disappoint...
