As part of the UK JISC-funded RoMEO Project I've performed an analysis of 80
journal publishers policies with regards to 'self-archiving'. (See
http://www.lboro.ac.uk/departments/ls/disresearch/romeo/Romeo%20Publisher%20
Policies.htm) However, the policy described by Fynvola is a first for me.
This is clearly one publisher's response to the Open Archives Initiative's
Protocol for Metadata Harvesting. I'm not a techie, but would be surprised
to hear if it was possible to stop others from 'harvesting' metadata about
an openly available web page. To stop such harvesting, presumably you would
have to make the paper available without any metadata? Ist possible?

Even so, there is nothing to stop a third party from generating their own
metadata (this would not infringe copyright in the original metadata) which
states that article X, by author Y, is available at this URL... Its just
slightly more work for the Service Provider.
