Actually the GPL just uses the term “preferred form for modification”, which
can be anything from a blender file over an old word document, photoshop-files
(due to gimp filters), audacity source repos to org-mode files which get
parsed to anything.

The main restriction is, that there has to be an implementation of the format
in free software. Which makes a lot of sense to me :).
