Almost. "All rights" means "all rights that can be transferred under applicable legislation".
In many legislations, some rights are inalienable. E.g. the right to prevent misrepresentation of the original work - in other words, you can buy the film rights, but if the author doesn't like what you do with the story, he can veto the film anyway.

Okay, sure. But in those jurisdictions the two statements would still
mean the same thing. Because those certain rights are "inalienable", so
you can't sell them. Right?

The difference is that "we buy works outright" simply is not an option in these legislations.
