But note that if Freedom Fred will write the right download client so as
to include TPM application, then both Alice and Bob can traffic in
non-DRM files, and copy them to DRM Dave's device (transparently
applying DRM in the process), and never really have to even be aware
that this is happening.

IOW, the surest way to ensure that everyone *can* apply TPM, is to make
that the routine way to load free content on TPM-locked devices.

Note that from a "tactical" perspective, this is putting the
responsibility on free software developers to make download clients that
handle the TPM problem. By doing so, they will not only allow CC
licensed material to legally play on such platforms, but they will do so
in a way that leaves all end users with R/W freedoms on those platforms
(they can freely "re-mix" their CC content).

Relying on the crutch of TPM distribution, so that TPM application tools
can remain so difficult as to require expert skill to use, restricts
such re-mix freedom to the technically-literate elite.
