I first thought this was a derivative work, so it would be ok, but
from what I read it seems more like sampling...
I believe you're okay with CC-By. You probably are obligated to include
an attribution for the CC-By images used in the work (and it would
be polite to include attributions for all of the non-original material,
of course), but otherwise, my understanding of the license is that
it allows this kind of use.
