How about the Open Gaming License, which is designed explicitly to manage
this kind of mix of game rules/materials and editorial/brand content? This
wouldn't enforce noncommercial use of work, but would allow
character/location/organization names, flavor text and other story materials
to be excluded from the licensed material.
