The invariant sections are optional, so you could simply require
documents to contain no invariant sections.

Anyway, in some respects I find the FDL to be superior to the CC
licenses, but it is much harder to grok, and doesn't really provide the
same "spectrum of rights." Maybe your best bet is just to use a modified
CC-BY, and simply call it something else.
