Just need some fundamental clarification of the Creative Commons Attribution License.
Let's assume you're talking about by-2.0. Greg London will let you know that this is a MARKET ECONOMY MADEUPWORD NEOLOGISM license real soon now, I'm sure.
Let's say upload some photos that are covered under this license to the various P2P networks. If someone, anyone, downloads these files, can they legally resell these photos as is? Or is the 'commercial use' of the license just in terms of someone making a derivative work for commercial purposes?
If you load them in a boat,
or if you load them with a goat,
or if you load them with a mouse,
or if you load them in your house,

you have to give attribution (= name of author, usually),
and you have to preserve copyright notices,
and you have to replicate the linkback URL if it gives copyright info,
and you can pretty much do whatever else you want.

The technology of distribution is immaterial. You can send them to Betelgeuse-5 on an X-ray laser slot-machine time warp in the year 2057, and it doesn't matter. Perhaps you have subspace transmitters? GO NUTS.

Commercial use is allowed (with some restriction) for Creative Commons Attribution 2.0*. Go crazy! Be creative! Welcome to the commons!
