As explained here --> http://creativecommons.org/weblog/entry/4216 The new CC 2.0 licenses dropped the choice of whether or not to request attribution to reduce the number of possible license combinations. Apparently 97-98% of people chose attribution so it was decided that CC licenses should require attribution automatically.
Regarding the GPL, you might be interested in the current discussion on this list about whether or not any of the CC licenses are DFSG-free and whether or not they should be.
