Can't you use XP to reformat the USB flash drive?
DOS supports USB storage devices at boot time. I have
not tried formatting a flash drive in DOS but it might work.
Find online (my site is probably still down) and put
into config.sys as follows two drivers:
device=c:\usbaspi5.sys /v /r /w
device=c:\di1000dd.sys
It will recognize the USB controller(s) and then any
attached devices, at least if they are formatted.
2.4 kernel in linux can handle USB storage devices
