then a hyphen, then a space, then "jwm" ...?
That looks a little strange to me.

Check your current ~/.icewm/menu file, and see if that's already there.
Lemme break it down:
restart: specifies the action the window manager is to take, in this case, restart.
jwm: I'm not sure, but this is either the WM to restart to or the name that shows up.
