Bad typo here. This should work:

rm -rf /usr/X11R6/lib/X11/xserver/SecurityPolicy
mkdir -p /usr/X11R6/lib/X11/xserver/
touch /usr/X11R6/lib/X11/xserver/SecurityPolicy

Virtual resolution set to 640x480? Haven't you deleted the XF86Config
lines for this? (The ones which say how big the whole screen should be,
not just what you see at any one moment)

You should try the first fix, and see if X works. If it doesn't, try
changing the virtual desktop size to 1024x768.

VideoRam setting looks OK.
