My hard drive is now fixed. I seem to have fixed it by starting to format with the wrong Seagate format program for my newer drive (or possibly by running Verify to check bad sectors). Maybe format starts by correcting the partition table? Anyway, after this CMOS found the drive as 3.2G instead of the wrong 1.2G. Seagate had told me to download a DOS text-only program that turned out to require Win32 to copy the disk image of a boot disk and a small dm.exe program to a good diskette. Is there any way to run a program that says it needs Win32 in linux instead?

In the process we had to replace a floppy drive on the other computer in order to get a good diskette.

The dm program did nothing but partition, not format.
