I think you are right, Steven.

Darul wrote also sth like this:

For me it EXACTLY means he did mke2fs /dev/sdb instead of /dev/sdb1 and
corrupted partition table. I do sth like this on IDE drives when I want
to clean HDD with 'dd if=/dev/zero of=/dev/...'
