I tried some time ago to compile xpdf 2.01 on old Slack 3.9 system.
Everything seemed to work OK, except PDF 1.4 files :(
I still don't know why it couldn't recognize them.
So I use pdftops for brr... win32.

You should have ps2pdf :) It's a script in your Ghostscript distro.
pstops - you may not have it because it's rather popular
with TeXLive distros.

Also DOS version? Have you tried the latest 2.02pl2 ?
