Then there probably is some (small) difference between
the command string you give in the xterm and the command
string that icewm gives when you click on the menu item.
The fact that AbiWord, Imagemagick and Xpaint appear in
the menu indicates that icewm can find those executables.
When you click on the penguin, icewm checks each menu
item before displaying it. If it can't find the relevant
executable, it doesn't display it.

Opera has always been in the menu (that menu item was done
in bl2-x.tgz). Initially, when you have no Opera, icewm
ignores that item. Once the Opera executable appears in
the path, icewm displays it.
So, if you can see AbiWord/Imagemagick/Xpaint in the icewm
menu, that means icewm can find them (or at least something
with that name). I'm not sure about permissions, though.
If you are running BL2 as a non-root user, it might be
possible that icewm sees the executables but can't run
them.
If the problem persists, please send a copy of your icewm
menu file and an exact copy of the command strings that
work in the xterm.
