Thank you, Jerry, George & Isaac. That answers it. I looked at all participle and infinitive instances of שמר and also all uses of שׂנא (hate), and it is as you said.

Hi Steve,

 

Unless someone knows of an example I am unaware of, this is an impossibility.  This is a masculine plural participle.  It always refers to those doing the action, never to the action in the abstract.
