please note that ET should not be translated here as plain "time" (as i guess most
translators would) but as "misfortune", "mishap", "disgrace" and synonymous to PG(:

  כִּי-עֵת וָפֶגַע, יִקְרֶה אֶת-כֻּלָּם.   ibid v.11

as conveyed by other languages in the form "his time has come" etc.
thus i read this phrase as follows: "one cannot forecast (the moment of) one's misfortune".
this, naturally, includes WHAT, WHEN and HOW. but perhaps with special focus on WHEN,
in reference to the moment of death.
