-  Both.  It is the 'extended' imperfect ( 'moorakh'). Compare with the 
second verb in the same verse "nashuvah". Note, the 'He' in Mitzraymah  is

Remark that NITNAH נִתְּנָה of Nu 14:4 contains the same "vowel sequence"
(dagesh and all) as NITNAH of Gen.38:14.

 Remark, Noam,  that the vowel sequence of this word "heyu" in Num 16:16 is
the same as that of verb (enu, answer (you, males)! found in Num 21:17.
Also remark that the usual vowel pattern for the Imperative of this kind of
verbs (called lamed-yod) is with hatef-patah in the first root consonant:
see in Jdg 9:15; Js 10:4; Zc 7:9...) and not with hatef-segol as in Num
16:16.

Fact: Num 16.16 heyu היו 'be ye' is not the qatal.
the qatal would have been heyiytem 'you were' הייתם.


I'm sorry, I'm missing somethimg - it seems to me both היו and הייתם are
qatal. What is היו if not qatal?

If the initial "n" is the first root letter "n" of "natan"... don't we
have here a piel-shaped verb form (nit:nah) rather than a qal-shaped one?

For comparison, "dib:rah" (Jb 33:2), she spoke, or "shilhah" (Pr 31:19),
she sent away...
