No, they are not:
- Ar. taḥrīr is a maṣdar of the root ḥ-r-r in the 2nd stem (~ Heb. piʿel)
- Heb. šiḥrūr is a שם פעולה of the root ḥ-r-r in the (rare) šafʿel stem.
