Are you you referring to the Ashkenazi pronunciation of Bukovina, Transilvania, Podolia, or Galicia?

Spoken Hebrew does not distinguish between a segol and a cere, and rightly so.
pronunciation do make a distinction between the two. So, this might
reflect the "original" pronunciation of the time when the nikkud was
developed.
