1. I can easily believe you. The natural doubling of a consonant wedged between two vowels is, indeed, faint and brief.
2. It has nothing to do with accent.

I don't hear it, though there is natural length on the accented vowel.
In Arabic one does hear lengthened consonants.
However, I don't think that dagesh is Pere's question.
I 'm guessing that he wants to know about pi``al vs. pi``el.
