I don't think most font formats even store color information. One way to get the same effect is to overlay text with diacritics (in red) and the consonant text (in black), with the black text in the foreground. The text with diacritics should have both the consonants and diacritics because diacritic positioning depends on the consonant in good Biblical Hebrew fonts.
