In my very humble opinion להגיד is a variant of להגיש 'to present, to place before, to put forward, to set forth in words'. It is also related, methinks, to להקיש
As I see it the initial ה (he) is for the actor, and the internal י (he) is for the words.

Why not say le-haggid means 'to communicate',
and be done with it?
