Is 52:16 "and say to Zion , you are My people" , Zion is the people of Israel. doug belot

I would argue that Zion refers specifically to the fort captured by David in 2 Sam 5. Metonymically it comes to stand for the Davidic dynasty and its claimed special connection to Yahweh. The temple is a symbol of that connection.
