The text of the Westminster Leningrad Codex is available WITHOUT RESTRICTION
at

http://www.cvkimball.com/Tanach/Tanach.xml .

It can be copied and pasted into your documents.

Clicking on the green "Creative Commons" logo at the lower left corner of any
page provides the details. Clicking on the major title Tanach - TN'K on the
home page will display the TEI header describing the provenance of the text.

In publications, such as the Jewish Publication Society (JPS) Tanach
considerable judgement has been exercised as to qere/kethib variants, text
decorations, and, in some instances, particular characters. They and others
certainly have legal rights to their decisions about the text.
