Does anyone know of any attempts (preferably open source)
to convert the tanach or better any specific codex
(aleppo or leningrad) into phonetic script, using the
internationally accepted phonetic alphabet (i.e. not
a transliteration)?

But such a project could be nothing but a transliteration. All you could do
is transliterate the Hebrew text into IPA symbols. I am not sure what
advantage that would have over the usual transliteration schemes. It would
also raise the question of which pronunciation would be used. As some areas
of Hebrew pronunciation are still disputed [or were when I had time to read
up on this last year] the phonetic transliteration may be no more exact than
what we have in the Hebrew text itself.
